Certificate of Conformity and Certificate of Construction (CoC) Application
What is a Certificate of Conformity (CoC)?
A Certificate of Conformity (CoC) is a document that states vehicle particulars in relation to European Commission (EC) Type Approval standards, along with other important information and vehicle specifications.
CoCs were a legal requirement for new motorcycles from 2001. These initial CoCs (called: 92/61) were ‘portrait’ style and contained 18 lines of data. Between 2001 and 2004 the CoC style changed over from the 92/61 to a new ‘landscape’ style (called: 2002/24) with 46 lines of data. From 2004 CoCs were a legal requirement for all models, only 2002/24 CoCs are valid for registration in the EU and the 92/61 therefore declared invalid. CoCs are generally not available for any new model motorcycle manufactured and type approved before 2001.
These are only available for on road vehicles i.e. they are not available for ATV’s or off road Motorcycles. In addition, please be aware that the European Community Whole Vehicle Type Approval (EWVTA), Certificate of Conformity (CoC) applies to products built for the EU market only, if the vehicle is a non-EU build then a Certificate of Conformity will not be in existence.
Transport for London’s ULEZ (Ultra Low Emissions Zone)
If you require emissions data to ascertain if your machine conforms with ULEZ regulations, you must apply for a Certificate of Conformity.
Please be aware that: A Certificate of Conformity for newly Type Approved on road motorcycles was introduced in 2001. In 2004 Certificate of Conformity’s (CoC's) became a legal requirement for all new on road motorcycles. For any machines built before 2004, there may not be a CoC in existence,unfortunately, we will not be able to confirm this until an application is made.
There is also a possibility that if a CoC is in existence for your motorcycle it may not contain emissions data, as this was not a requirement on early CoC's. Please be informed, there is a non-refundable administration fee of £95.00 for the Certificates.

What is a Certificate of Construction?
This may also be referred to as a ‘Dating Letter’ and is usually available for all products manufactured worldwide. A Certificate of Construction contains the exact date and country of manufacture and maybe issued in the absence of a certificate of conformity.
How do I know what Certificate I require?
We suggest that you discuss your individual circumstances with the local authorities of the country you intend on registering the product with, prior to completing the forms. This will ensure the correct document maybe requested.
Failure to do so may result in further delays and financial expense.
